My I Pad wont let me sign or turn it off I tried to use the home and off button and it does show the Apple logo and the when I try to turn it back on it still wont let me if I touch a number a circle appears if I touch 2lines appear

I can’t get my I-pad to open. I have put the passcode in but it doesn’t register. Every time I press the numbers a circle surrounds the number. I have shut it down but it still doesn’t work. I can’t get my I-pad to open. I get to security and put my code in but it doesn’t do anything when I press the number in. I have shut it down but is the same when it reboots
