An unexpected error occurred (error code -8060) when trying to make an alias

I'm trying to make an alias to a network volume and when I try either using a drop-down menu or dragging & holding cmd+option I get the following error

An unexpected error occurred (error code -8060)

I can't drag the volume into my favorites in the side panel of a window either.

Any insights into what's going on? This didn't happen on my older mac running Maverick.

Edit: I'm running Mojave, I didn't notice High Sierra was tagged. Not sure how to change it.
