Can I get notification sound for an app in silent mode of iPhone?

I get alarm sound of my iPhone even the phone in silent mode. But I can't get notification sound when generated by a particular app in silent mode. Any solution?

Alarm takes precedence over all others.

Notification will remain silent if your iPhone is in silent mode or on DND
