how to get transcription of voicemails

When people leave voicemails, am I supposed to get a transcript of the message? it doesn't appear to be activated or working.

Contact your carrier as voice mail is service provided by your carrier and the data is stored in the server at their end so it’s not iOS controlled it works even if you lose your iPhone.
