It looks like the sunrise / sunset times haven’t adjusted to daylight savings time in the apple weather ap. The sun now sets at 7 pm where I am but the ap says it sets at 6. Is there a way to adjust the settings to fix this?

It may sound weird and absurd but it is true and works...
When you find that the Date & Time feature is greyed out.
It is best to Set Screen Time Password Off and this will enable Set Automatic Date & Time
