how would i be able to get my photos off my old phone
I no longer have access of my old phone, on my icloud the contacts seemed to have updated but not the photos. Is there anyway I would be able to get the photos back?

IF you don't see your pictures, when you sign into icloud.com on a web browser, that means you weren't syncing them. See here Set up and use iCloud Photos - Apple Support
IF you backed up to icloud, then restore your new phone from that backup Transfer content from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support
IF you didn't back up to icloud/itunes or sync them to icloud, then there is no way to recover your photos.
