i bought an iphone 7 off someone online, told me the phone was reset but when i turn it on, iCloud is still signed in. how can i get it removed ? the person does not respond to me no more.

You will need to contact the previous owner to have them log out of iCloud or go to iCloud.com/Find My Phone and erase the device, then remove it from their account. If you can’t do that, the device is useless.
