How do I block someone who sends me a text, but they aren't in my Contacts?
[I think I'm supposed to *make* them a Contact first, and then turn around and
block them. Is that right?]

No, you don't need to create a contact for that sender.
Open the unwanted received message
Tap on the sender's avatar (top-center)
Tap on the "i" in gray circle
Tap on the ">" on the right side (next to the phone symbol)
Last option is "Block contact". Tap on it.

I only get that screen when the person is a CONTACT.
If you look, your screen shot has a contact silhouette.
That means it's a contact.
Now it's too late because I turned the caller into a
Contact -- naming him "Unknown Unknown." Now
I can block that "person." But he's a "contact" now.
Problem is solved, but I wish I didn't have to make
him a "contact" first.

I did exactly that -- there's no "Block Contact" option.
I'm guessing it's because the caller is NOT one of my contacts,
otherwise it might say "Block Caller." (??)
So now what...?

I'm pretty sure this sender is NOT among my contacts. He is a Vodafone employee, that sent me the 2 messages I posted to you.

Oh, sorry. iPhone 5SE, iOS 12.1.4
AND.....my bad.....you are correct. I just got a text from an online
store that is not in my contacts, and I could get to that same
screen that you showed -- which would allow me to block them.
I guess I just didn't get to the right screen! Very sorry....
I'm a tad dense. :-)
What iphone model are you using? with what iOS version?
On my iphone 7, running iOS 12.1.4, I can do that.
