Family in app purchases

I’m trying to buy an in app purchase for my child on his iPad (in roblox). He has a child ITunes account. I’ve enabled in app purchases under settings and I’ve approved it when it prompts him to ask permission from my account but it still keeps getting decline. Any ideas?
