why are my in app purchases showing up on my childs device?

Up until recently I was letting ,y child use my iPad with my Apple ID. He now has his own iPad and Apple ID. With family sharing he was able to download some of my apps I have purchased in the past which is great! But, the in-app purchases are still locked and it appears he would need to repurchase them. Am I missing something? How can I get the one-app purchases to come across? Thank you.
