iMac as target display not connecting to MacBook Pro

I am trying to use a mid-2011 iMac (running High Sierra 10.13) as target display for a 2018 MacBook Pro using Thunderbolt to USB-C. Using cmnd-F2 as instructed, nothing happens. I am using a third party keyboard, but even when I use a Mac wireless keyboard, I get nothing.

Suggestions?

Use your iMac as a display with Target Display Mode - Apple Support


The 21.5" 2011 iMac should work. You need a Thunderbolt-3 adapter

Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter - Apple

and a Thunderbolt cable

Apple Thunderbolt Cable (0.5 m) - White - Apple


Everything must be Thunderbolt, no USB.
