Apple TV stop syncing iCloud photos and memories after Feb 26th

A few weeks ago I noticed my Apple TV 4 stopped syncing iCloud photos. The last photo is from Feb 26th.

I signed out of icloud then back in again on the ATV and iPhone. This process meant all my photos on Apple TV deleted (took a few hours) then re-added (took hours again). But it only got to Feb 26th.

The memories that were there have gone, due to the photos being deleted when I signed out. No new memories have appeared since the photos were re-added to Feb 26th.

Photos I have since deleted from my iCloud are still showing on Apple TV.

My iPhone X and Macbook Pro both sync the photos fine. Whatever I do on my iPhone appear on Photos on the Mac and vice versa, and memories.

The Apple TV is signed into the iCloud and I have iCloud Photos as On. It synced before but just stopped with no settings changes.
