Why is it required me to update my card info to download apps on iTunes and why is he charging me a dollar for it

Anytime I’m trying to download an app on iTunes Store It says it requires me to update my card info and it still charges me a dollar and says that my card is declined even when I’m trying to download a free app

The requirements is stricter now.

You need a valid credit card with your name on it issued by your bank.

And if the card is accepted, read here what happened to your dollar: About payment card authorization holds from the App Store or iTunes Store - Apple Support

Note: Free apps and update are still free with a valid payment info.
