Prevent application focus stealing

Over the past decade the Mac’s system wide policy of having the USER control the user’s focus has eroded. I’m not aware of a switch, add-on, extension or other mechanism to enforce USER control of the user’s focus. The applications should not be permitted to change which window is front most, this must belong to the user otherwise it destroys the user experience. Applications should request attention via notifications or bouncing their dock icon.

Anyone have a solution? Apple, are you listening?
