I noticed that there is no more red eye correction option when editting a photo in the photo section. Is there a remedy?

I made a test with a few photos on my Mac. On a Mac I can run exiftool (https://sno.phy.queensu.ca/~phil/exiftool/install.html) and set the EXIF flag "Flash did fire".
I type this command into the Terminal, followed by a space, then drag the file onto the command line and enter return
/usr/local/bin/exiftool -overwrite_original_in_place -preserve '-Flash=On, Fired'
Then I import the file into my iCloud Photos Library, and vioila! With the flash tag enabled I will see again the red-eye tool in Photos on my iPhone X with iOS 12.2

I am only seeing the RedEye Tool on the photos, where Photos could automatically detect a face. On the other photos it is missing.
Could Photos detect a face in the photo that you are trying to edit?
You may want to send feedback to Apple with a feature request. I am also frequently having to fix red eyes on scanned photos, but the scan will also not have an exif tag for "Flash Fired".

In Photos on the Mac the Red Eye tool is always available. But it will not work, if Photos cannot find an eye.

But what about those phote taken without using the flash and still has red eyes?
Most of the time I dont use flash when there are studio lights already...
Added. I am seeing the Red Eye tool only on photos, where the flash did fire. It may be a coincidence, but the user guide is saying: Edit photos and videos on iPhone - Apple Support
when you take a photo with flash. Tap the tool, then tap each eye that needs to be corrected.The tool used to show also for photos, that have not been taken with a flash, if I remember correctly.
