The camera on my ipad has been disabled, how do I re-enable it. iOS 12.2

I work for a library that has disabled the cameras on the children's ipads for privacy reasons. We now have Merge Cubes that require use of the camera. I CANNOT FOR THE LIFE OF ME FIND OUT HOW TO RE-ENABLE THEM! Please help.

iPad Air 2, iOS 12

If they were disabled via a remote managementvprofile setting, then you will need the administrator of the MDM server to push out new profiles with the changed setting.

If the camera was disabled in screen time, content & privacy restrictions then you need to know the screen time passcode to reenable the camera app.
