My camera will not work for “camera” or any other apps. It claims to be “restricted” and “disabled”. I go in settings to check permissions and restrictions yet it’s all enabled. It still does not work on anything

My camera on iPhone XR says it’s disabled, when I go in settings it’s enabled? But still doesn’t work in apps or general camera.
