Do I owe something that I accidentally downloaded? Because every-time I try to download a free app it says I need to put my billing information in and when I do it says it’s declined when nothing is really wrong. I tried over a ton of methods and I tried putting in my card information in setting but it always declines. Then I get this text from PayPal...What’s wrong?

I try. It keeps saying I need a valid payment method. Everything I put in is correct though.
Even with free apps you still need a verified payment method.
I only have $3 in my account. Is that why?
