How to turn on ask permission
I accidentally turned off ask permission and now it’s completely gone, literally doesn’t even come up as an option. It’s still an option on my other family members but not this one:

I understand you have turned off Ask to Buy on a family member's Apple ID account, and now wish to enable that feature again. Are you the organizer of this Family Sharing account? The first thing I would suggest is to update the device to iOS 12.2 and then restart the iPhone to refresh its settings. You can also use Screen Time to control purchasing on the iPhone.
