How do you create 2 iCloud accounts under 1 Apple ID
I have 2 iPhone XR’s, 1 Apple Watch Series 4 and 1 iPod Touch. I need to utilize all devices on a single Apple ID with 2 separate iClouds?

You can’t have two iCloud accounts on one device at the same time under one Apple ID. It’s not possible. You can and should use the same Apple ID on all devices, but you should only use one iCloud account as well. The iCloud account is tied to your Apple ID and all content that you sync with Cloud uses the same Apple ID to function as it is intended.

You cannot do so. An AppleID is an Apple services unique personal ID. When you sign in to an Apple service (iCloud, iMessage, FaceTime ,iBooks, the App or iTunes Store, these forums,...) you create an account for that service associated with that AppleID.
One AppleID equals one service account with each service. You cannot have two service accounts for any given service associated with a single AppleID. So one AppleID = one iCloud account.
Why would you need 2 iCloud accounts? You can use the same ID for all devices. If one of the phones is for someone else then you need a separate Apple ID for that. You can use family sharing to sync everything too I think. But you cannot have 2 iClouds on the same Apple ID.
One is for a 8 year old along with one iPad under one account when he downloads games they show up across all devices. Under a separate Apple ID I lose out on seeing all devices including track my device, I was hoping for a medium something subtracting the earlier but keeping the latter.
You should set up Family Sharing. Your 8 year old can have his or her own Apple ID. You can track the device using Find My iPhone when you use Family Sharing.
