Photos don't appear in iCloud

I've bought a MacBook, and have activated iCloud for photos. I cannot find a way to have my 4000 iPhone photos to transfer to my iCloud account.

Any ideas to how to fix this?

My iPhone also won't allow me to download the iCloud Drive app either, which is strange.

Thanks!

MacBook Air 13", macOS 10.14

iCloud Drive is deprecated and has been replaced by the Files App in iOS. Are you using iCloud Photos on the iPhone and on the Mac?

You can always just plug the iPhone into the Mac and transfer the pictures directly to the Mac, as you would with any other digital camera (https://support.apple.com/en-us/HT201302).
