My watch speaker will not work. I hear the person talking but they can’t hear me. And when I try to speak a return text message it won’t recognize to respond.

That is not a problem with the speaker, that is the microphone, if the watch cannot hear you. Try powering the watch off and back on again.
The next step would be a reset. Hold the digital crown and power buttons together until you see the Apple logo and release. The watch will reboot. If that does not help, check to make sure you have Siri turned on for the Watch. Last step, un-pair the Watch from the phone, then re-pair it again.
I have tried that several times and still nothing
Tried both of those things and it didn’t work. ☹️
If you have tried the unpair and re-pair, and Siri is also unresponsive I think you have a failed microphone. Contact Apple Support (link) and arrange to get the watch checked by Apple Service.
