macOS Mojave upgrade: FileVault?
I have to turn off FileVault before upgrading to 10.14 Mojave. Can I
turn FileVault on again afterwards?

I'm currently on a 2016 MacBook Pro and previously had a 2012 MacBook Air and turned FileVault on in both of them when they were new. I kept current with every OS upgrade since 2012 and don't remember ever having to turn FileVault off (or being asked or having a recommendation to do that).
The only conflict that I can think of would be if FileVault had recently been turned on or off and was still encrypting or decrypting at the time of an update.
This is just my personal experience and I don't have any special expertise in mac OS updates so there could well be some situation that I'm not aware of.
If you look at this page, near the bottom of the page, it does state that some models of the Mac Pro do require that you turn off FileVault before upgrading to Mojave.
I upgraded without turning it off and it is running fine with it on.

I learned that one can determine the FileVault status remotely with:
sudo fdesetup status
It turns out that my machine is not under FileVault!
So the popup message is misleading.
The solution seems to be to go ahead and get a graphic
card and then put FileVault on the machine.

When I tried to upgrade I was given this message in a popup:

That url forwards to the url you gave.
There you will see the instructions to turn off FileVault.
But it says nothing about whether one can turn FileVault
on again after the installation for my particular machine.
So that's the question. Afte installing, can I turn FileVault
on again?

Reading more closely (DUH!) I see that the page says:

This seems to imply that these problems would happen AFTER
installation, making the machine impossible to use. But it's not
clear. I'll try contacting the Apple Support link they provide,

Thanks. What machine are you on? When I started the upgrade I explicitly was told to turn off FileVault.
