Can not activate imessage on my sim number always activation error and i keep paying for sms without activation

iMessage activation is by your Cellular service provider. Contact the Agency who provided you the SIM

I did it sends international sms and it charges for me every 29 min a new sms i put cancel for sms Charge so imessage is activated now but only for apple id .. my number isn’t there
