Could Not Set Up Apple Pay Cash ERROR

A few weeks ago I noticed my Apple Pay Cash was not working so I decided to turn it off and then back on, but I got this error message after trying to turn it on and typing in my Apple ID password:

I tried basically all potential fixes I could find online (logging out of iCloud, iMessage, turning off Apple Pay in iCloud, resetting my phone, restoring my phone, removing all credit/debit cards from Apple Pay, changing my region, etc), and nothing has worked. I opened a case up with Apple Support a couple weeks ago and they ran a diagnostic and sent it off to "an engineer", but we haven't heard anything back yet and there isn't a timetable whatsoever.

It looks like this has been somewhat of a common issue, and peoples fixes have varied a bit, with some success. I'm wondering if anyone else out there has experienced this and never found a fix, or eventually had an Apple engineer diagnose the problem and fix it. It's been extremely frustrating and unfortunately I've lost all faith in Apple when it comes to handling my money.

A bit about my device and settings:

  • iPhone XS Max - 256GB
  • iOS 12.1.4 when error first occured, currently up to date with 12.2
  • Two-factor authentication is on and cannot be turned off
  • I tried all of the same things from above on my Watch Series 4 and iPad Pro 2018, nothing worked, same error message
  • I am in the USA

HELP! Thanks, Dillon.

UPDATE: I did in fact wipe my device and start new, which of course did not fix the problem. Apple’s engineering team still hasn’t looked at my case or provided me any update whatsoever, and there is obviously no timetable. YAY!

I can’t access Apple Pay Cash, so I can’t alter what card is connected to it. Though when it was properly set up (before it kicked me out) I had a debit card connected. You’re suggesting that I start my phone from scratch? My backup is corrupted? All of this happened randomly, not after I restored a backup. Apple Pay Cash worked fine for months and randomly kicked me out one day and won’t let me back in. If you’re paying attention to other’s questions on here, it appears to be a very common issue.

I appreciate you taking the time for a response, but no.

Apparently people aren’t allowed to show frustration in this forum. Let’s see if this comment gets taken down for mentioning Android.

I said it would be easier to switch to Android at that point. Starting from scratch is not a solution. Apple is trying to be a bank, so it should act like one. It can’t treat people’s money like this. My point was that I am clearly not the only one experiencing this issue, and no one has any answers, and Apple won’t even acknowledge it. Thanks again for trying to help.
