So I’m looking to get an Apple Watch. But I’m wondering if your out (with your phone) but you don’t get the Apple Watch cellular can you still take calls and send messages on the watch or do you need cellular

Cellular is not required to make or take calls or send or receive messages.
However, you will need either the paired iPhone nearby, or if the iPhone is not nearby, a Wifi connection for the watch, and for the paired iPhone to be on, and have a cellular data connection or wifi available as well.

Yes, you can. If you only have the GPS version of the Apple Watch, your iPhone being present is required to be able to make and receive phones calls, since the iPhone is how you would do that. You could just control it from the Watch. The same with Messages.
