I recently bought an iPad mini 4 with cellular capability but it won’t work with Consumer Cellular data plan. Is this Apple device incompatible with Consumer Cellular?

The better question is: "Does consumer Cellular support the iPad"?
The iPad has no real limitation as to what carriers it can use, its up to the carrier to support and activate it on their network.
You would need to call Consumer Cellular and ask them if they support it.
Call Consumer Cellular and ask them. I'm pretty sure they ride off the AT&T towers, but they are not AT&T. They would have to provide a path to use data from their network.
