FaceTime on iPhone bought in Dubai

Hi. I have an iPhone bought in Dubai but using it in Europe. I currently do not have Face Time available on my phone and the iOS is 12.1.

When I search for the app in the App Store, it says that ‘This app requires specific features not available on this device’.

Would I able to install Face Time on my phone if I back up my phone and restore it again?

No. You'd need to insert a Middle Eastern SIM card, not including ones from the United Arab Emirates or Israel.

iPhones originating from Israel aren't subject to the regional lockout.

No restoring the device will not help.

There is not much you can do, it is tied to where it is purchased.

FaceTime isn't available or might not appear on devices purchased in Saudi Arabia, Pakistan, and United Arab Emirates, including Dubai. However, with iOS 11.3 or later, FaceTime is available on iPhone, iPad, and iPod touch in Saudi Arabia.
