Highlight Features Not Working

I frequently have issues with the permissions on my iCloud and my email servers are always disconnected or out of sync and if I understood anything about imap or whatever that business is, I probably would have considerably less confusion getting used to Mac.

My problem:

• highlighting isn't available
• I need to be able to use it for my textbook on Books
• I deleted Books from my iPhone in case there was a sync issue between it and my Mac
• highlight worked again for about 30 minutes
• restarted and highlight features are disabled again
