I cannot remove text messages from iCloud

Situation:

I need to remove text messages from iCloud.

The actions I have taken have not accomplished the removal of text messages from iCloud.

Actions taken to resolve the problem:

I have deleted all but a handful of short text messages from my iPhone X, and my 2018 MB Pro 10.14.3.

I have deleted all texts from my library on my MB Pro.

I have turned iCloud off on the phone and the MB.

I have rebooted with the iCloud turned off.

I have turned iCloud back on on the phone and the MB

I have reconnected to iCloud on the phone and found that the messages are gone, i.e. I have more space on iCloud.

I have gone through these processes a few times.

When I choose "Enable Messages in iCloud" on the MB Pro, iCloud is full again.

I have spent hours researching for a solution.

I need my iPhone and MP to sync my text messages.

Purchasing additional iCloud space will not accomplish my goal.

The goal is to eliminate the texts on iCloud.

Q: How do I delete/remove/eliminate my text messages from iCloud in order to free up space?
