if my ipad was stolen and the thief signed me out of apple can i still find the device

If they were able to turn of Find My iPad, you won't be able to track the iPad. You can go to iCloud.com/Find My Phone and see if the iPad shows there.

To be able to sign out, they would need your password. I would change your Apple ID password.
