Photos "Not Connected to the Internet"

Hi

I have been through posts and no one seems to have an answer for this. I have a Mac Pro 2013 with High Sierra (all latest updates) directly connected to the router with a Cat6 cable. Broadband Speed is 70mg download and 10 upload. Everything else on the machine works fine, safari, Xcode etc no issues connecting to the net. Yet no matter what I do I cannot get photos to connect.

I have also noticed that safari bookmarks keep disappearing, so I am wondering if it is an iCloud issue, although service section says its fine.

Any ideas

cheers

Mac Pro, macOS 10.13

Do you have some third-party security software installed? A firewall or antivirus filter? This could be locking the access to Apple's cloud servers.

Also, some users reported, that they could not use iCloud Photos Library, if they did not connect to a Wi-Fi, while running macOS 10.13 High Sierra.

Could you upgrade your Mac to macOS 10.14 Mojave?
