The Apple Watch uses an e-sim. You activate the cellular service via the watch app on your iPhone.

Of course, your carrier has to support it. The fact that they obviously don't know what they're talking about is a clue that they probably don't...

Is your carrier on this list and do you have the correct model for use with them?

It is very possible as well that the watch that you purchased is a GPS only device. But then, I have an Apple Watch 4 GPS+Cellular, and when I go to that section of the Watch Settings, it does not return an ICCID either, and it is active with AT&T. What is the exact Model number of your Watch?

Unless the watch is for a different region (yours is the USA model), or is still tied to an active account, or it has been marked as barred (can happen for a contract subsidized device breaking contract without being paid off) there is no reason a pre-owned watch can’t be activated.

If you have an AT&T store nearby, drop in and explain your issue. I had to do that when I set up my Cellular watch. I tried doing it by phone but got the runaround. When I went to the store one of the staff who had the patience of Jobb had me up and running.
