How do I set up my Mac mini at home for the family with multiple users?

The Mac mini is the central home computer. use it to back up everyone's phones and iPads. how do you create multiple users?

iCloud+ Family Sharing Compatibility I want to use iCloud+ Family Sharing with my family, but my desktop machine is an iMac (21.5-inch, Late 2013) which apparently can't be updated beyond Catalina 10.15.7 This computer still runs fine (I've upgraded the drive to SSD), so I don't need to change it! It states I need MacOs 11 as a minimum requirement. I have a MacBook Pro running Monterey 12.6.5 and iPhone and iPad on iOS 16, which will all be fine, but does that mean I won't be able to use iCloud+ successfully on my iMac? Will Family Sharing work with 2 Macs and a Windows 10 laptop? Can I use Family Sharing for a backup system that encompasses an iMac, a Macbook Pro and a Windows 10 laptop? Will each storage area be maintained separately?

can i set up multiple users I would like to set up another user (not a guest) for someone to use on a daily basis and store data, separate from my data and files, can this be done?
