Auto-rotate lock on IPhone 8

Trying to help mom turn off screen auto-rotate lock on her IPhone 8. Followed the instructions to go to control center and tap the lock/circle icon in the upper right portion of the screen, but it is unresponsive. Am I missing something, or is there another way? Her phone is updated to IOS 12.2
