The payment associated with Apple/iCloud needs to be changed but it was my husbands for family sharing and he no longer has an iPhone. How can I update payment?

If he is the family organizer, he is going to have to take care of it. He will need to close out the Family Sharing to be able to change the credit card info. https://support.apple.com/en-us/HT201081
