I purchased a second hand Mac, and I knew the log in password. but unfortunately, I don't know the administrator user name and password.

I want to change some setting and it requires the privilege to do so.

what should I do..?

there is no iCloud ID in the Mac

Well, personally I would recommend wiping that SSD and starting from scratch, with a clean installation, for two reasons:

  1. it would be best to have no apps/app junk left from the previous owner
  2. this will also allow you to create your own (and unique) Admin account upon installing the OS.

You can do that using the "createinstallmedia" method described here: https://support.apple.com/en-us/HT201372

You'll need a USB drive at least 8GB in size.

Boot from it, wipe the entire SSD, and reinstall from scratch.

As arsradu says. The previous owner did follow the correct procedure to clean their Mac before selling it. Now it's up to you.

Follow Step 6 here:

https://support.apple.com/en-us/HT201065

But until you do that you will not be able to download anything from the AppStore, upgrade/update any software. or as you found out log in and create your own admin account.
