Your iPhone contains a "Files" app. That app can do whatever you would like to do regarding iCloud Drive.

Why would you be searching for this iCloud Drive app? As I recall, it preceded the Files app and no longer offers you any features you don't already have.

I cannot even find the “icloud drive” app in the USA App Store, just the “Files” App, so I am curious how the OP even found it?

To the OP, iCloud Drive is the service, while the Files App is the iOS app to use that service in iOS 11 and 12 - see https://support.apple.com/en-us/HT201104 (that is, the iOS 9 and 10 “icloud drive” app was replaced in iOS 11 with the “files” app to access your iCloud Drive).

I could not find "iCloud Drive" in the USA App Store either. I searched the App Store for both "iCloud Drive" and "Apple iCloud Drive" and failed both times.

But interestingly enough, when I used Spotlight to search for "iCloud Drive" on the iPhone, it did appear (in the USA App Store)! At that point, I was able to duplicate the OP's screenshot on my iPhone.

Good find! I have no idea why it does that! If you click on the search result’s “view in store” it also says it requires ios 10 or later, which makes no sense since to be accurate, it should say requires ios 9 or 10 (nothing higher). Weird.

At least spotlight’s second hit, in Applications, is my Files app.

Yes, I agree that is weird.

Further, after saying "This app requires specific features not available on this device" as the OP's screenshot shows, when scrolling down to the "Compatibility" section in the app's Information area, it declares "Works on this iPhone"!
