If you have an iPad Air 2 as your signature suggests it's compatible with iOS 12.2
If you can't get it to update over the air, make sure you have the latest version of iTunes on your home computer, and do the update via your computer and iPad.
The laptop needs to be connected to Wifi. There is no need to connect the laptop to the router directly. It just needs to have Wifi access, which is usually wireless. The iPad HAS to be connected to the laptop via USB.
If it updated your iPhone, then no, it should not be necessary to uninstall iTunes and reinstall it.

It took a long time and finally gave me the message that the iPad couldn’t be updated. An unknown error occurred (4000). Any idea about that one?
I was able to do update on iPhone 6s while connected to laptop. Would it still be advisable to uninstall and reinstall iTunes?
