Can’t connect to JBL speaker

I can’t connect my mini apple Ipad to JBL speaker. The gear just rotates. I have updated IOS 12.2, have rebooted countless times, have iPad and speaker in very close proximity and done all the things suggested by several tube videos and the gear continues to search. Any suggestions?

Turn airplane mode on, wait 20 seconds turn airplane mode off. Then enable bluetooth pairing on the speaker and on the iPad.
