iMessage Contacts

My contacts do not show up when I try to create an iMessage on my iPad or MacBook Pro. I have too start the message on my phone or enter the phone number manually.

MacBook Pro 13”, macOS 10.14

In Sys Prefs>iCloud, is Contacts checked?
