how to disable icloud photo sharing ios 12

I have several devices. I take pictures with my iphone, and use the automatic icloud upload to store them. On my other devices, I do NOT want to automatically see any new pictures in my icloud storage. Prior to ios 12, this all worked fine. But since ios12 any time a new picture is uploaded to cloud storage, it gets automatically downloaded on all the other devices. Note, I have EVERYTHING turned off in both the photos app settings, and the icloud photo settings on the devices that I do not want the pictures on...yet pictures continue to automatically download. Why does this not work the same as pre ios 12? and how do I accomplish this without completely deleting the photos app?

Side note, when an os update occurs, it appears that my full icloud photo library is donwloaded...even though all the settings are turned off.
