Using PayPal on the App Store without a credit card?

I wanted to use my PayPal ballence to buy an app but when I go to connect PayPal it says I have to add a credit card to my PayPal to buy it. I don’t have a credit card but I have the money on my PayPal balance so I don’t understand if I’m just missing something. All the videos I’ve watched show them being able to pick their preferred method of payment right away but I didn’t get that. I’d love some help or ideas

If you are in the US, from the article below,

1. With PayPal, you’ll be asked to verify your account through a text message or code generator. Contact PayPal if you need more help.

Apple ID payment information - change
