Verification Code not Being Sent

I am unable to receive verification code when I add my number at “contactable at” in iCloud settings page. It says code sent but I receive nothing. I have two factor authentication code on and my number has been added as a trusted number. And as a result my iMessages is only contacted via Apple ID email.

I already have two factor authentication enabled. And I have my current mobile number saved as my trusted number. What I don’t have is the ability to receive iMessages to my mobile number because it is not saved. Under the “contactable at” settings I only have email addresses and when I try to add my mobile number I don’t receive the verification code although it says it’s sent. The only way I was even able to add my number as a trusted number was through phone call but that medium is not available for adding a contactable number so I’m stumped
