unable to call out or receive calls

When I try to call out , it wont go through or will ring a few times and disconnect. A call comes in but nothing happens when I answer it.

iPhone 7 Plus, iOS 12

See this support document, https://support.apple.com/en-us/HT204027 and contact your carrier as necessary. The carrier is responsible for call management.
