Cannot receive calls on my iPhone 11

CANNOT RECEIVE A CALL, WHEN IN-COMING CALL RINGS ANSWER SLIDEBAR DOES NOT APPEAR AT BOTTOM INSTEAD A RED AND A GREEN CIRCLE APPEARS AT THE TOP OF PHONE KEYBOARD DURING IN COMING CALL RINGS TRIED CLICKING ON THE GREEN CIRCLE STILL COULD NOT ACCESS THE IN COMING CALLS, PLEASE HELP ME
