A. Update to iOS16.3
iOS16.3 was just released. So, install the update, seeing if anything is fixed.
Update Using a Computer:
You can use a Computer to update. Read My User Tip: Making Use of a Computer for Updating an iOS Device - User Tip. If any updates are available, they will install, sure enough.
B. Report this to Apple:
Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

- Comment: that this all started after installing an update. Include the URL of this thread.
- Select: "Bug Report" for the "Feedback Type"
- Proceed from there aw necessary
C. Signal Strength:
Has this always occurred? If so, it may be because you don't have a strong signal wherever you are (typical in rural areas).
D. Whom to Contact:
Your Carrier:
Contact your Carrier, if something does not seem right, as they are the one who manages the service of Cellular.
E. Check the Battery Health:
Apple recommends you get a new battery, once the Battery Health reaches 80% or lower. When the Battery Health is 80% or lower, it is time for a new battery.
- Go To: Settings
- Tap: Battery
- Tap: Battery Health
- View: [the percentage]
- Is it 80% or less? If so, it is time for a new battery.
