MY main MBP is running Mohave 10.14.3
I want to install High Sierra on an External Hard Disk -- that does not currently contain any operating system.
I have downloaded 10.13.2 but my MBP only shows this (even though the installer is located in my Ext HD:

If your MBP came with Mojave you can't boot from High Sierra. Otherwise, you would need to create a USB Bootable Installer on a flash drive, boot from it, then install it from there.

Move the High Sierra installer back into the Applications Folder. If you have a 8GB or larger USB 3.0 (USB 2.0 will work, but it is much slower) drive you might be able to create a bootable High Sierra installer using the Apple Support Article: How to create a bootable installer for macOS - Apple Support
What version of macOS was originally installed on that Mac?
You're welcome. You can also use Diskmaker X.
You can try using Internet Recovery to install the shipping version, Lion 10.7.4, of OS X onto an external drive, then boot from that drive and use a copy of the HS installer from there.
This is a mid 2012 Mac Book Pro I bought new -- I don't remember the version Mac OSX there originally.
So if I transfer the High Sierra installer to a flash drive, I can install from it. I need to read about creating the bootable installer. Thank you
