Unable to Facetime between iOS 12.2 and 9.3 iPads. Connection immediately dropped after initial connect.

My dad in his elderly home is using an iPad 2 on iOS 9.3 (not upgradeable anymore but working perfectly) to call each other daily on my iPhone 6S or current iPad on 12.2.

This worked perfectly until the recent update to 12.2.

What has changed ? How can I make it work again ?
