Please this is the picture of settings . Backup can’t be turn on and iCloud is disabled. Kindly assist

I would like to have seen a screenshot of the next window after you tap on the Arrow next to iCloud Backup. I would like see what happens in there. In any event, have you tried restarting your phone and then try again?
